Definitions of unrestricted and restricted funds
Restricted funds are those resulting from all activities related to
gaming, i.e. bingos and casinos.
Unrestricted funds are those resulting from all other fund raising
activities
Club approval process for restricted and unrestricted funds
For donations of more than $2,500 in aggregate to any one recipient
in any one Rotary year from either restricted or unrestricted funds,
club approval is required. This is a two step process to be undertaken
as follows:

Approval in principle is obtained from the RCCC Executive Committee
-
A notice of motion to commit to the expenditure is made at three
regular business meetings of the club with comments, questions
and a vote at the third reading.
Alberta Gaming and Liquor Commission (AGLC) approval processes for
distribution of restricted funds only
AGLC restrictions on donations
Restricted funds are defined as the proceeds of gaming, i.e. the proceeds
of
bingo and casino events.
The AGLC states their definition of charitable or religious objects of purpose
in four basic ways:

Relief of poverty,
-
Advancement of education
-
Advancement of religion, and
-
Other purposes beneficial to the community

AGLC applications
All necessary correspondence and forms as noted below are to be completed
and submitted to the AGLC by the chairperson of the applicable avenue of
service
and require the use of the Rotary Club of Calgary Centennial’s AGLC
ID # - 66012.
For most forms, the signature of the club president and treasurer
is required, and, in the case of one form, AGLC 5503, one of these
two signatures must
be witnessed by a commissioner for oaths.
Approved applications are normally returned to the club treasurer
who will then ask for the appropriate cheque request to be submitted,
i.e. either
up to $2,500
or more than $2,500. Upon receipt of a completed cheque request the
treasurer will then arrange for payment to be made either by cheque
or by wire transfer,
as appropriate.
In the event of a query being raised by AGLC the treasurer will contact
the relevant avenue of service chairperson to provide any necessary information
to AGLC

Donations within Alberta
Donations of up to $5000 per calendar year
Donations of up to $5,000 in aggregate from gaming proceeds to any
one recipient in any one calendar year may be made to an eligible
individual charity or
religious group that actively delivers a program or service which provides
a community
benefit.
Donated gaming proceeds must be used for charitable or religious purposes.
The donor group (Centennial) must retain a written request from the
recipient group stating the purpose for which the donation is to be
used. If there
is uncertainty as to whether or not the intended purpose qualifies as a
charitable or religious

Donations of more than $5000 per calendar year
Donations of more than $5,000 in aggregate from gaming proceeds in
any one calendar year to any one recipient require the prior written
approval
of
AGLC.
Donations may be made to an eligible individual charity or religious
group within Alberta that actively delivers a program or service
which provides
a community
benefit.
Donated gaming proceeds must be used for charitable or religious purposes.Complete
and submit the following forms and documents to AGLC
AGLC form 5503 - Statutory Declaration for Donation
A written request to AGLC detailing the following:
-
name and address of the recipient;
-
the amount of the donation; and
-
the purpose or purposes for which each donation will be used
-
an agreement in writing signed by the recipient
group staying the recipient group will:
-
maintain a record of donations showing the date, amount
and source of donated funds received as well s the date, amount and purpose
of all disbursements
of donated funds, and
-
allow AGLC access to all records including those
at any financial institution and to make copies of such records
and/or remove them for further examination.
Donations outside of Alberta but within Canada
Donations of up to $5000 per calendar year.
Donations of up to $5,000 in aggregate from gaming proceeds in
any one calendar year to any one recipient
do not require the prior written approval
of AGLC.
Donations may be made to an eligible
individual charity or religious group
that actively delivers a program or
service which provides
a community benefit.
Donated gaming proceeds must be used
for charitable or religious purposes.
Donations are limited to a maximum
cumulative total of 75% of gaming proceeds
earned
in the previous calendar
year.
Donations of more than $5,000 per
calendar year
Donations of more than $5,000 in aggregate
from gaming proceeds to any one recipient
in any one calendar year
require the prior
written approval
of
AGLC.
Donations may be made to an eligible
individual charity or religious group
that actively delivers a program or
service which provides
a community benefit.
Donated gaming proceeds must be used
for charitable or religious purposes.
Donations are limited to a maximum
cumulative total of 75% of gaming proceeds
earned
in the previous calendar
year
